Marian Zucker, President, Office of Finance & Development for New York State Homes & Community Renewal (HCR), joined the agency in February 2007. Ms. Zucker has spent her career in the area of affordable housing. She is responsible for the multifamily and single family housing programs and debt issuances of the agency. Since joining the state, Ms. Zucker has managed the sale of over $13.1 billion of bond issues. For the past seven years, HCR has been one of the leading housing issuers in the nation and has financed over 14,000 single family homes and 38,500 rental apartments.
During her tenure at New York State HCR, Marian Zucker launched a number of new finance and program initiatives and created open dialogues with key partners through both the SONYMA and Multifamily Advisory Councils. Her work has been recognized by the Habitat for Humanity Innovator of the Year Award in 2010, The Bond Buyer 2010 Northeast Deal of the Year Award and NYSAFAH Award for Excellence Advocate of the Year Award in 2013.
Prior to her role at the New York State level, Ms. Zucker served as the first Director of Affordable Housing for Suffolk County. For more than 16 years, she was an investment banker specializing in affordable housing finance and tax-exempt derivatives. Ms. Zucker also served in several capacities at the New York City Department of Housing Preservation and Development.
Ms. Zucker received her Masters in City and Regional Planning from Harvard University and is a summa cum laude graduate of SUNY College at Buffalo. She also completed the Program for Senior Executives in State and Local Government at Harvard University’s John F. Kennedy School of Government.
